Download that, open the zip.
Put the folder Beautify Texture & Border in C:\Users\"yourname"\AppData\Roaming\GIMP\2.10
Put the plugin Beautify texture & border.exe in C:\Users\"yourname"\AppData\Roaming\GIMP\2.10\plug-ins

The plugin is in a different place from the original beautify plugin, find it in Filters -> Decor -> Beautify Texture & Border
