The default is "compact tool groups" my advice is get used to them but if you want to revert to the older format it is Edit -> Preferences -> Interface -> Toolbox then untick Use tools groups, Ok that for the expanded version. see: https://i.imgur.com/sH8dMrW.jpg

If you use File -> Open and select more that one image file, each opens as a separate image in a tabbed format. Switch between image(s) by clicking on a tab. The colour picker is 'universal' it will change the foreground (FG) that you can use.  Resize one image and put in another can be done in any number of ways. Safest way for a beginner is Save (as an .xcf) the resized image. Go to the other image and `File -> Open as Layers' the resized .xcf file. Of course there are other ways - copy / paste - click-an-drag Gimp is a complicated application do not expect to be an expert immediately.

It is possible to lock the position of any layer, the icon top of the layers dialogue.  More common is using the move tool and a layer that is partially transparent, often a text layer. If the move tool is not on a 'solid' pixel then the next solid pixel under that layer is moved.
The solution, in the move tool options enable  'Move the active layer'
