Where did you get your version of resynthesizer plugin ? It might be an old version that does not work with Gimp 2.10

Go here:
https://www.gimp-forum.net/Thread-Resynt...7#pid12687   and download resynth-partha.zip

Remove the existing resynthesizer plugins, unzip the download and put resynthesizer.exe resynthesizer-gui and the two python plugins in C:\Users\"yourname"\AppData\Roaming\GIMP\2.10\plug-ins
