You can put a plugin in a folder but not mandatory for Gimp 2.10.x   It must have the same name as the plugin, less any extension. 
ofn-text-along-path.py goes in a folder named ofn-text-along-path  My advice do not bother.

You should have narrowed the list down using the search option....
