Is limited search time normal?

I understand for the aggressive bots and other whatnot bots which do 100+ requests/second, but for the logged members is it possible to remove that restriction or reduce it to 12 seconds? I mean we are not a lot to be logged at the same time  

The limit applies to everyone except the admins. First complaint about this in 7 years...
