Rawtherapee (and possibly others) can work on JPEG, and can do lens distortion correction using the lensfun DB or Adobe LCP profiles.
Although Gimp is still hard to beat for effects and local edits, it is still quite lacking in the photo-processing department, even on JPEG, compared to the demosaicing apps.
