From your image I can't tell what the problem is, so just a few things you can try.
In step 3, when you do Filters > Map > Bump Map, you get a preview. Does that show bumps? Have you correctly selected the Bump Layer with the big question mark as per the image I attached to step 3? Or try another image for the Bump Layer.
Is your bump layer the same size as your shirt layer?
Is your bump layer just black, white and gray? Is it sufficiently contrasty? If not, you can try Colors > Brightness-Contrast to increase the contrast.
