I am not sure whether I should. Because everything (including plugins) is working perfectly right now.
For your Windows installation. Just download the installer from http://www.gimp.org. Run it and the installer uninstalls the existing and installs the new Gimp 2.10.28
The Gimp user profile C:\Users\"yourname"\AppData\Roaming\GIMP\2.10 is not part of the installation process and remains between any installs, keeping all your settings and any added resources, brushes / scripts / plugins intact.
The only thing that will need updating is the gimp_gmic_qt plugin and you need to use the pre-3.0 version https://gmic.eu/files/prerelease/gmic_gi..._win64.exe
...on the other hand, if your existing setup is ok then wait a little for any more Gimp 2.10.28 bugs to appear.
