I do not think a complete reset - usually by deleting (or renaming) your user profile - will have much effect. You will get a new parasiterc file but it is a drastic way. However do try it.
Why you need to delete parasiterc each time you open Gimp I do not know. Do you tick the "Don't ask me again" when importing an image that needs rotating ? In Gimp 2.10 there is no reverse action that I know for that. Gimp 3 is slightly different .
The picture orientation is put in the file by the camera, the exif information. You can remove it and images will open in landscape orientation. You can remove the exif information using Exiftool see:
