Where did you get the Windows version of resynthesizer + plugins ? Some versions are better than others.

That could well be correct if putting the files into;
C:\Program Files\GIMP 2\lib\gimp\2.0\plug-ins
but they should go in your Gimp user profile:
C:\Users\"yourname"\AppData\Roaming\GIMP\2.10\plug-ins
